KEY AREAS OF ACCOUNTABILITY:
Program Management
- Support the Director in UPC program management including coordination with consortium members to ensure high quality implementation of activities, compliance with donor and consortium rules, and accountability to beneficiaries.
- Support the Director to monitor partner progress against workplans and budgets, identify risks and work with partners to take corrective action, as needed to ensure quality program delivery.
- Contribute to the design, planning and implementation of the UPC program.
- Escalate arising issues in program management, emerging needs and other challenges, as well as achievements to the Director to support partner engagement to solve problems, as well as leverage opportunities for advocacy, media and communication activities to profile the impact of the UPC.
- Collaborate with the BHA finance director to support timely review of BVA, identify programmatic financial issues, and support budget forecasting as needed.
- Facilitate information and compliance training sessions for national staff and partners.
- Support planning, logistics, and approvals for visitors to UPC in-country.
Monitoring and Reporting
- Work with the BHA MEAL manager to ensure robust monitoring, evaluation, accountability, and learning system is in place and utilized to support continuous improvement of the program, including services and impact for beneficiaries.
- Work with the Director to meet all major donor reporting requirements, including interim reports, annual reports, baseline and endline reports, assessments, evaluations, and final reports.
Representation and Coordination
- Facilitate area-based coordination meetings (East and South) with international and national UPC partners.
- Identify resources needed to support the UPC Protection Working Group, MEAL Working Group, and Cash working group.
- Develop, manage, and lead integration efforts and tools across sectors within the UPC.
- Support the Director to acquire ministerial approvals and coordinate with local authorities, when needed.
QUALIFICATIONS
- Bachelors degree in social work, public policy, international development, or related field; Masters degree preferred
- Fluency in English (C1 level), Ukrainian, and Russian, both verbal and written
- Commitment to Save the Children values
EXPERIENCE AND SKILLS
Essential
- 5 years relevant professional experience, including minimum 1 year of experience in a management role
- Experience programming in at least one of the UPC technical sectors: protection, shelter, WASH, cash assistance
- Experience working with international NGOs in Ukraine
- Demonstrable success delivering projects on time and on budget, using project management processes and tools including risk management, benefits management, financial management and quality assurance
- Proven ability to build and manage relationships with highly developed interpersonal and communication skills to influence others without authority
- Excellent analytical and creative thinking skills to identify proactive solutions to complex challenges
- Ability to travel to southern and eastern regions of Ukraine for business purposes
- Demonstrable success in self-directed and results-driven initiatives with a strong focus on supporting others
- Demonstrable success in handling multiple competing priorities and working well within tight timelines
- Ability to write and present complex data analysis, interpretation, and trends in a compelling manner for a variety of audiences
