Mental Health & Psychosocial Support (MHPSS) Manager

ROLE PURPOSE:

To provide regular technical supervision, training, and coaching to MHPSS Officers delivering focused MHPSS services in multiple governorates; to develop and adapt evidence-based MHPSS training and educational materials in collaboration with the MHPSS Specialist, ensuring their relevance to the needs in each program location; to translate technical documents; and to oversee the implementation of robust record keeping systems at the field-level.

 

KEY AREAS OF ACCOUNTABILITY:

· Provide weekly structured supervision to MHPSS Officers to ensure that they are providing high-quality evidence-based psychosocial care and support to children in need, and provide da-to-day remote support on complex cases as needed.

· Support MHPSS Officers to develop child-centered care plans for the children and families under their care.

· Support and monitor the implementation of care plans, with special attention to risk assessment and safety concerns, and ensure proper documentation of decisions and outcomes.

· Lead regular (e.g. monthly) MHPSS case conferences for MHPSS Officers to discuss complex cases, share experiences, success stories, and lessons learned.

· Ensure the continuous professional development of MHPSS officers.

· Develop and revise case documentation forms and referral systems.

· Oversee the implementation of a safe confidential MHPSS record-keeping system, that complements the existing Child Protection Case Management system.

· Work with MHPSS Officers to identify their training needs and, with the support of the MHPSS Specialist, develop and adapt relevant training modules to ensure that the officers are equipped to provide safe and effective focused MHPSS services.

· With the support of the MHPSS specialist, collaborate with the MHPSS Officers in each location to develop and adapt MHPSS education and awareness materials relevant to MHPSS concerns in the local community.

· Collaborate with MEAL staff to oversee the field-level implementation of robust monitoring, evaluation and learning systems for MHPSS activities. Facilitate the collection and reporting of mental health program data, including data on patient outcomes (e.g. daily functioning, satisfaction with services etc.) and training effectiveness (e.g. pre- and post-knowledge tests, evaluation forms).

· Work with program and area managers at the field level to ensure that the necessary operational support is in place for MHPSS Officers to carry out their duties.

· Provide ongoing feedback to the MHPSS Specialist about operational needs and funding needs at each field location to inform proposal development and national, regional and global advocacy.

· Stay up-to-date on evidence-based psychological interventions and advances in the field of Child and Adolescent Psychology.

· Work with MHPSS Officers to identify potential partner organizations in each field location and develop collaborative partnerships to benefit from local expertise, develop local MHPSS capacity, and improve the local impact and sustainability of MHPSS activities.

QUALIFICATIONS AND EXPERIENCE

Required

· Post-graduate in Clinical, Counselling, Educational or Developmental Psychology, with expertise in child and adolescent mental health.

· Minimum of 5 years of progressively responsible professional experience directly providing psychological services.

· Proven capacity to train, supervise, and coach staff in MHPSS technical skills and coordination.

· Experience developing evidence-based MHPSS training materials.

· Must be a motivated advocate for child and adolescent mental health and wellbeing

· Sound knowledge of IASC MHPSS guidelines, human rights, and protection in humanitarian contexts.

· Work experience in humanitarian emergencies or protracted-conflict settings.

· Strong interpersonal skills and the ability to work within different cultural environments.

· Ability to work flexibly and cope with stressful workloads and limited resources.

· Frequent travel to multiple field sites in both the KRI and Federal regions of Iraq.

· Strong organizational skills and ability to work with limited supervision.

· Competent in Microsoft Word, PowerPoint and Excel.

· Excellent written and verbal communication and reporting skills.

· Fluency in Arabic and English

· Comfortable with high levels of ambiguity and able to take decisions independently in a changing context.

· Commitment to Save the Children values and Child Safeguarding.

 

Desired

· Experience working with IDPs, refugees and returnees.

· Experience providing dedicated child and adolescent MHPSS services.
